Our Parent Institute, Council of education was founded by Hon. Dr. Ratnappa Kumbhar with the noble vision ‘Shikshan ani sanskar yatun samajodhar’ . Dr. Ratnappa Kumbhar was born in a poor Kumbhar family in Nimshirgaon Village. He was influenced by his father, Bharamappa Kumbhar’s intelligence, selfless attitude, sympathy towards needy and devotion towards the task. His father encouraged him to acquire higher education. He completed his B. A. in English from Rajaram College, Kolhapur and later he acquired degree in Law education. He was honoured with Doctor of Literature D. Lit. by Pune University for his notable social and political contribution . During his youth, he was genuinely interested in political and social work and he established Praja Parishad on 15th February , 1938 against local princely state rulers. He actively participated in the freedom moment and went underground for about six years. For his devotion to the independence movement, he was called as DeshBhakta Ratnappa Kumbhar. He was a freedom fighter who actively participated in Indian Independence movement. He was one of the members to sign the final draft of Constitution of India along with Dr. Babasaheb Ambedkar. He received Padmashri award in 1985 for his social work. He was member of Parliament, member of legislative council, minister of food and civil supplies and also home minister of Maharashtra government. He was the speaker of Maharashtra state legislative assembly.
